Call for Expression of Interest for MEP works (LOT 03) of the new Emergency Department Building at the Azadi Teaching Hospital in Duhok, Iraq

 

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is constructing a new Emergency Department Building at the Azadi Teaching Hospital for improving the health care delivery system for Internally Displaced Persons (IDP), refugees and host communities in Duhok Governorate, Northern Iraq on behalf of the Federal Republic of Germany.

The scope of work comprises the construction / commissioning and handing over of the entire MEP system which includes the following:

• HVAC system,
• Hot and cold water supply and discharge system,
• Medical gas pipeline system (MGPS),
• Medium voltage / low voltage and extra low voltage system,
• Building automation system

of the new emergency department building as part of the Azadi Teaching Hospital,

• The new Emergency Department Building consists of (2 storeys) approx. gross floor area of 7.768 m², approx.130 beds

 

With: Giz Mep works Tender Announcement 4 operation theatres (thereof one (1) equipped with laminar airflow ceiling, trauma rooms, IMC rooms, CSSD, sterile and semi – sterile rooms and corridors, laboratory, X – Ray rooms and pharmacy, e.g.

 

Please note:

GIZ GmbH intents to tender and award in the same period of time the interior fit out works (LOT 04) to (only Joint Ventures between foreign companies (as leading company) and Iraqi companies)

GIZ GmbH prefers to award both construction lots (LOT 03 and 04) to one company, awards of single LOT’s to single construction companies is possible as well. Candidates should be aware that due to the short timescale of the project shift work will be required on site.

The building shell and structure RC frame with rendered concrete block walls (core insulated), windows, external doors and inverted roof are already under construction.

The interested contractors (only Joint Ventures between foreign companies (as leading company) and Iraqi Companies) are kindly requested to express their interest for the above mentioned project. Provide a letter of intent signed and stamped by the parties that a Joint Venture will be formed being shortlisted for this project. Please send an Expression of Interest (EoI) comprising the following documents:

 

Giz Mep works Tender Announcement Requirements for the TURKISH/ FOREIGN company

Documents are to be presented in English Language.

• Provide detailed references of minimum three (3) accomplished hospital construction projects similar to the scope of works and size of this project of the last eight (8) years.
• The referenced projects should contain, operation theatres with laminar airflow system ceilings, central sterile service department (CSSD), laboratory, radiology department with x –ray machines, medical gas pipeline systems (MGPS) and building automation systems.
• Emphasis your experience in the installation / commissioning and handing over of medical gas pipeline systems.
• Provide investment costs relevant to the MEP works (split own works and sub – contractor works in %), mention number of hospital beds, medical departments, gross floor area and client. The total amount of construction cost of each project should not be less then USD 5.500.000,00
• If applicable in Turkey the provision of certificates identifying the applicant as a specialised MEP Contractor for hospital projects would be an advantage
• Provide the total value of construction work performed for each of the last four (4) years
• Provide the total number of company employees subdivided into different departments (administration, management, construction execution).
• Statements of financial capacity showing annual turnover within the last three (3) years (Statement of turnover or annual tax statement of the last three (3) years).
• Provide information which of the below mentioned MEP disciplines will be sub – contracted by the Joint Venture

  • MV / LV / ELV –
  • Building automation-
• Provide short CVs (max. 5 pages) about the envisaged key staff to carry out the services.
• Provide proven evidence of adequacy of working capital of a private bank of this assignment
• Provide company profile with company organization chart
• Provide evidence of ability to secure a bank guarantee for possible advance payment. Acceptable is Commerzbank located in the country of the client GIZ GmbH (Germany), or by a foreign bank acceptable to the client through a Commerzbank correspondent bank located in Turkey.
• Provide Affidavit that the firm has not been black listed by any Government, Semi -Government & private institute nor involved in any litigation in the current or during the last two years must be recently released.

 

Giz Mep works Tender Announcement Requirements for the IRAQI company

• Provide the copies of original documents defining the constitution or legal status, place of registration (Company Certificate), principal place of business and written power of attorney of the signatory (ID of Ministry of Planning), all documents should be updated.
• Provide the copies of original documents showing registration with Contractor Union.
• Grading of Contractor in Iraq: Category 1 is required. Please provide evidence.
• Provide the total value of construction work performed for each of the last four (4) years.
• Statements of financial capacity showing annual turnover within the last three (3) years. (Statement of turnover or annual tax statement of the last three (3) years).
• Provide proven evidence of adequacy of working capital of a private bank of this assignment.
• Provide Affidavit that the firm has not been black listed by any Government, Semi -Government & private institute nor involved in any litigation in the current or during the last two years must be recently released.
