Supervision GIZ QUDRA Programme SO5 (Special Objective 5 Facilitating Dialogue and Dissementation) Team Leader and Programme Communication Consultant

1.     Context

QUDRA is a multi-donor action financed by EU Regional Trust Fund MADAD and the German Federal Ministry for Economic Cooperation and Development (BMZ) that implements its actions on behalf of the European Union and German Federal Ministry for Economic Development and Cooperation (BMZ). Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is a leading implementing agency of the action in cooperation with Expertise France (EF) and with the Spanish Agency for International Development Cooperation (AECID). All three agencies endeavor to achieve a coherent concept and implementation in order to contribute to a European solution to the on-going refugee crisis. QUDRA Programme addresses the Syrian refugee crisis and aims to mitigate its destabilizing impact in Turkey, Jordan, Lebanon and Iraq. The objective of the Programme is Giz Communication Consultant Assistant Tender  to support vulnerable populations both in the host communities and the Syrian refugees in these countries.

 

Giz Communication Consultant Assistant Tender To achieve the objective to build the resilience of host communities, refugees and displaced persons, the programme offers its support through the following five modules: 1) improving school infrastructure and access to extracurricular activities (e.g. sports); 2) expanding and improving basic vocational skills; 3) strengthening social cohesion through community-based services; 4) building the capacities of the local administrations; 5) and promoting dialogue and exchange of experience between refugees and host communities, with a focus on social relations.

 

2.     Background

Building on the exchange of experience and shared learning across borders, Qudra brings refugees, displaced persons, host communities and other regional and European stakeholders together around the table to define new options for action and prospects for the future. This type of participatory approach, involving all stakeholders, has an essential role to play in developing strategies and measures for an appropriate response to the region’s refugee crisis. ‘Madad Labs’ provide a forum for these encounters: here, refugees and other stakeholders work together to identify key issues and problems and, on this basis, to develop potential solutions and initiatives. Module 5 aims at providing opportunities to give a voice to refugees and all partners of the programme. Further it shall make the results and achievements visible and communicate key messages to the target groups of the programme. Objectives and target groups.

 

The strategic planning of all communication and visibility measures of the programme is based on a sound review of the current situation. In respect to any kind of communication and visibility planning, it is important that requirements of all implementing partners are taken into consideration. Clear structures, channels, and messages between all stakeholders should be determined from the very beginning to guarantee efficient planning and a smooth implementation of communication activities. The programmes key strengths are its comprehensive portfolio and the extensive technical and regional know-how of the partners. These aspects serve as a baseline for all communication and visibility activities. Its multi-sector and multi-country approach allows for more tailored actions with the demands of the beneficiaries taken into account.

 

  1. Overall objective

Given the scale and the complexity of the programme the information flow and all communication activities need to be planned carefully. Messages conveyed to partners, stakeholders, the regional and European public should ensure a coherent image of the programme. Therefore it is important to continuously make use of the visibility and communication structures of the implementing partners such as AECID, EF, and GIZ. A well-established and functioning communication/PR plan is needed to develop guidelines and to provide all target groups with relevant information, latest news and achievements about the programme. The main aim of the communication concept is to sharpen the image of the programme as a regional one and to provide information to the various target groups on its activities and achievements.

 

The planning and design of all measures and next steps will be presented to all am members of the Qudra programme at the 2-day team workshop in Ankara in June 2017 so that all the team is familiar with the outline and status quo of the visibility and communication activities. Therefore a participation of the communication consultant at the team workshop is required.

 

Tasks

  • Assisting Qudra team members on all matters related to communication and visibility in direct supervision from the programme communication consultant and SO5 module leader
  • Finalising the programme corporate design manual / guidelines including templates of Qudra programme in close coordination with main partners
  • Finalising the general and country factsheets of the programme
  • Support in planning and coordinating of national events and meetings
  • Drafting articles for publication at various platforms and compiling event information notes from programme partner countries and offices

Period of Contract: 16 October till 16 December 2017

  1. Required qualifications, competences and experience

 

6.1 General Qualification

  • University degree in communications, business administration, social sciences or related fields;
  • Excellent verbal and written communications skills both in English and Turkish, Arabic language skills are an additional asset

 

6.2 Specific Qualification

  • At least 5 years of professional work experience in designing and executing communication and visibility activities, preferably in development programmes
  • Experience in working with EU institutions and in a multi-stakeholder setting
  • Ability to work in a team and work under tight deadlines in a dynamic and fast-paced work environment
  • Knowledge of and experience with media production, communication, and dissemination techniques and methods
  • Ability to communicate with people outside the organisation, representing the organisation to the public, government, and other external sources.
  • Experience with website management and writing for online media
  • Experience in event management, marketing and PR
  • Excellent communication, writing and drafting skills required.
  • Able to work and follow-up independently
  • General Microsoft Office software. Knowledge of website software and graphic design programs are an advantage.
